With reference to our letter of the 25th

September forwarding copies of the revised forms of

agreement for the engagement of officers for service

in Hong Kong, I have the honour to transmit, for the

information of the Secretary of State, a copy of a

letter received from the Colonial Secretary, and shall

be glad if we may be given instructions regarding the

point raised in paragraph 2.
